Culturally Responsive Early Intervention Access Service

The County of Santa Cruz requires culturally responsive early intervention access services for offsite performance. The requested scope includes providing early support to caregivers to help prevent child behavioral and emotional challenges from escalating, offering parent education, and delivering LGBTQ+ affirming resources to support youth and family well-being. Additionally, the selected provider must offer brief interventions to connect monolingual Spanish- and indigenous-language-speaking families to behavioral health, substance use, and community services. Eligibility is limited to USA-based onshore organizations that possess and provide all applicable business licenses. Respondents must submit their qualification packages electronically via the OpenGov procurement portal by 5:00 pm Pacific Time on December 4, 2026. The Q&A period closes on November 13, 2026, at 5:00 pm. Potential respondents may attend non-mandatory pre-bid conferences scheduled for October 26, 2026, at 1:00 pm on Zoom, as well as an in-person session. Submittals must include Exhibit A (Respondent Fact Sheet), customer references, proof of insurance, a signed signature page, and responses detailing organizational experience and data collection strategies. The evaluation process may require presentations to assess qualifications. Respondents may submit sample pricing for instruction and equipment rentals.
