Underground Utility Locating Services

The City of Jacksonville needs a contractor to provide offsite underground utility locating services, managing the entire process from 811 One-Call Center requests. Scope of work includes receiving, recording, and responding to regular and emergency requests, as well as marking and protecting traffic signal infrastructure, traffic management systems, school flashers, and electrified traffic control devices through painting, flagging, or staking. Only USA-based (onshore) organizations are eligible to submit bids. All proposals must be submitted through the City's 1Cloud e-procurement system, with all questions due by October 26, 2026. Bidders must submit pricing as firm for the first year of the initial contract period, and all non-prompt discounts must be included in the bid price.
