Event Security Service

The Corporation of the City of Peterborough requires qualified vendors to establish a Vendor of Record for event security services on an as-required basis. The scope includes general security duties such as entrance control, crowd management, rule enforcement, emergency response, parking operations support, and providing validly licensed Ontario security personnel for sporting events, concerts, festivals, and other municipal activities. Eligibility is limited to Canadian organizations with at least five years as a business, a valid Ontario Security Agency License, and an HST registration number. Applicants must submit a completed Submission Form (Appendix C), pricing, proof of insurance capability, Appendix D Social Value proof, and three municipal project references completed within the past five years. All questions must be submitted through the portal's "Ask a question" feature no later than October 29, 2026. Proposals can be submitted digitally via email or online, with pricing submitted electronically in Canadian funds. The evaluation awards up to 100 points based on Experience and Qualifications (20), Staffing (20), operational criteria (15), Social Value (10), and Pricing (15), with a minimum threshold score of 40 points required for the non-price rated criteria. The contract term is three years.
