Fiber Enterprise Strategy and Pro Forma Analysis Services

The City of Palo Alto seeks a vendor to provide fiber enterprise strategy and pro forma analysis services covering existing dark fiber services, backbone investments, internal City use, residential fiber internet service, and future expansion. The selected vendor must develop a transparent, updateable pro forma model for ongoing planning and evaluate key financial, market, operating, and capital assumptions. Additionally, the vendor will assess financial implications, risks, and decision points across expansion phases while helping the City strengthen its dark fiber business and evaluate new service offerings. Only onshore USA organizations are eligible to bid, and the vendor must perform all work offsite at their own office premises. The City invites vendors to submit proposals for the budget, and a non-mandatory pre-bid meeting is scheduled for October 21, 2026.
