Core and Support Services

The City of Norfolk Office of the Purchasing Agent requires a vendor to provide Ryan White Part A core and support services to persons living with HIV/AIDS. The selected subrecipient will deliver emergency assistance and support services to low-income, uninsured, and underinsured individuals in local communities to improve care quality and availability. Performance of the work will take place onsite in Norfolk, Virginia. Only onshore US organizations are eligible to bid, and subrecipients must maintain client HIV status, residency, and income eligibility documentation while complying with Ryan White CARE Act requirements and 2 CFR 200. Interested offerors must submit all questions by November 6, 2026. Final proposals are due by November 20, 2026, at 2:00 p.m. Eastern Time. The contract term spans three years, and the buyer is currently seeking budget proposals.
