Comprehensive Foreign-Trade Zone Feasibility, Development, and Implementation Study

La Salle County, Texas, requires a qualified professional consulting firm to perform a Comprehensive Foreign-Trade Zone (FTZ) Feasibility, Development, and Implementation Study. The selected vendor must evaluate the feasibility and potential economic benefits of establishing or obtaining an FTZ designation to serve the county. Scope requirements include analyzing FTZ structures, service areas, economic and market data, potential users, infrastructure, logistics, costs and benefits, federal regulatory needs, governance options, and an implementation roadmap. Only onshore USA organizations are eligible to apply. Applicants must demonstrate experience with Foreign-Trade Zones, economic development, international trade, industrial site development, logistics, federal FTZ rules, and related studies. Firms must submit physical Statements of Qualifications to the La Salle County Judge's Office, Attention: Imelda Tellez, marked "RFQ – FOREIGN-TRADE ZONE COMPREHENSIVE STUDY." Submissions are due no later than November 13, 2026, at 3:00 P.M. Offsite performance is permitted, and La Salle County will select the firm determined to be the most qualified.
