Single Audit Services for Fiscal Years 2023 through 2026

The Housing Authority of the City of Meriden seeks proposals from qualified Certified Public Accounting firms to provide single audit services for the agency and its affiliated entity, Maynard Road Corporation. The scope requires conducting independent financial and compliance audits, preparing single audit reports, issuing management letters, filing reports with HUD’s REAC system and other entities, and presenting findings for fiscal years ending December 31, 2023, 2024, 2025, and 2026. Eligible onshore US firms must hold a valid CPA license in good standing. Proposals require a firm profile, key personnel resumes, fixed-fee annual pricing, three references, insurance proof, signed HUD forms, and procurement compliance certifications. Proposals must be uploaded to the Housing Agency Marketplace website by November 20, 2026 at 2:00 PM or November 30, 2026 at 4:00 PM. Evaluators will assess bids based on HUD experience (30%), personnel qualifications (25%), cost proposal (25%), references and past performance (15%), and proposal completeness (5%). The contract term spans four consecutive fiscal years.
