Water and Sewer Rate Study and Proposition 218 True-Up Analysis Service

The City of Milpitas needs a vendor to provide a rate study and annual proposition true-up analysis service. The selected vendor must develop a five-year financial plan, perform a cost-of-service analysis compliant with Proposition 218 requirements, and create a five-year schedule of fair and equitable water and sewer rates. Only onshore US-based entities are eligible to bid, and the work will be performed offsite. Vendors must submit all questions no later than November 4, 2026, and the contract term will last for one year.
