Regional Housing Study and Needs Analysis Services for Brookings, SD

The Brookings Regional Growth Alliance seeks proposals from qualified consulting firms to conduct a comprehensive Housing Study and Needs Analysis for the City of Brookings and Brookings County, South Dakota. The selected vendor must provide offsite services including demographic data analysis, mapping and GIS deliverables, an unmet needs gap analysis, and strategic housing recommendations. The Alliance permits subcontracting for discrete tasks if disclosed, but eligibility requires onshore United States organizations only. Applicants must submit one electronic PDF copy via email and three hard copies to Kirsten Gjesdal by November 12, 2026, at 4:30 PM Central Time. Substantive questions are due in writing at least five business days before the proposal deadline. Submissions must include a cover letter, firm qualifications, project team resumes, a proposed methodology and schedule, engagement plan, two recent work samples, and a firm not-to-exceed cost proposal separating the base scope from an optional per-community add-on. Evaluators will assess proposals based on relevant firm experience, project team qualifications, methodology, work samples, references, and overall value relative to cost.
