AI-Based Roadway and Municipal Asset Condition Assessment Software Services

The Township of Hopewell requires an AI-based roadway and municipal asset condition assessment software platform. The vendor must provide a fully functional, hosted cloud-based platform using smartphone technology and AI analytics to continuously monitor pavement conditions and municipal assets. Scope includes roadway surface assessment, asset identification, lifecycle and work order management, prioritization analytics, manual data collection, interoperability, continuous updates, and dedicated customer support with on-site training. Bidding is open to USA organizations, and performance will be offsite. Proposals must be submitted digitally via BidNet by November 17, 2026, at 2:00 P.M. prevailing time. Required submittals include an Ownership Disclosure Form, Non-Collusion Affidavit, proof of experience and qualifications, insurance certificates, and disclosure forms regarding Russia and Iran. The contract will be awarded based on Price and Other Factors, evaluated across technical, management, and cost criteria. The contract term is one year with options to extend up to five years, featuring a fixed, all-inclusive annual pricing structure.
