City of Evanston Spanish-Language Learning Program Services

The City of Evanston requires vendor services to deliver structured Spanish-language learning programs. The selected vendor must develop, review, and revise an interactive, engaging curriculum based on city feedback and participant evaluations. Scope responsibilities include identifying session objectives, supplying safe and age-appropriate materials, conducting sessions on site, following attendance and incident reporting procedures, and managing all parent communications under city protocols. Personnel must also establish a respectful learning environment, maintain confidentiality, and designate a primary contact to coordinate with the city's program supervisor. Bids are restricted to onshore US vendors and must be submitted electronically via DemandStar by 2:00 P.M. on Tuesday, November 17, 2026. A virtual bid opening will follow at 2:15 P.M. the same day. Proposals must include required return documents, including the Bid Form (Exhibit A), Disclosure of Ownership Interests (Exhibit B), Additional Information Sheet (Exhibit C), Conflict of Interest form (Exhibit D), and the executed Vendor Contract for services (Exhibit E).
