Consulting and Program Management Services for Water Reuse Policy Development

The City of Charlotte seeks consulting and program management services to develop a comprehensive Water Reuse Policy that establishes a framework for reclaimed water service. The selected vendor will evaluate regulatory requirements, recommend customer eligibility and connection guidelines, set water quality and reporting standards, and assess future demand impacts on infrastructure and operations offsite. Only USA organizations are eligible to bid. Applicants must submit all questions electronically through the Bonfire Procurement Portal by November 04, 2026. Proposals and final submissions must be uploaded through the same portal prior to the project's posted due date.
