Springfield Utility Board Request for Proposals for Cloud-Based SaaS Water Quality Software

The Springfield Utility Board (SUB) is requesting proposals for a secure, cloud-based Software as a Service (SaaS) Water Quality Software solution for its Water Division. The buyer requires a system to replace its existing Access database to store approximately 45 years of water quality testing data across roughly 350 sites in Springfield, Oregon. The software must improve data accuracy and accessibility, support water quality monitoring, and enable regulatory reporting to the Oregon Health Authority. Key functional needs include manual and offline mobile data entry, GPS coordinate capture, digital signatures, customizable dashboards, embedded GIS maps, automated compliance tracking, and automated work orders. Only USA-based (Onshore) organizations are eligible to bid. Work will be performed offsite. Proposals are due by November 23, 2026, at 2:00 p.m. PST, and can be submitted digitally via email or online. Any written requests for changes or protests regarding solicitation specifications must be submitted to SUB at least four days prior to closing. The tentative start date for the contract is January 14, 2027.
