Rockwall Independent School District Dedicated Internet Access Services RFCSP

Rockwall Independent School District is soliciting proposals for primary and secondary dedicated internet access services. The requested scope requires offsite performance by a Tier 1 Internet provider with its own global backbone to supply a 20 Gbps symmetrical committed information rate with unlimited data transfer, a publicly routable IPv4 /25 block, and two physically separate 10 Gigabit Ethernet handoffs. Bidders must also provide optional scalable pricing tiers up to 100 Gbps, offer 24x7x365 support, hold an active USAC Service Provider Identification Number, and supply at least three comparable public-sector or K-12 references. Only USA-based onshore organizations are eligible to apply. Questions must be submitted by 10:00 A.M. CST on November 11, 2026. Applicants must deliver sealed responses to the Rockwall ISD Purchasing Department by 2:00 P.M. CST on November 30, 2026. Submittals must include pricing schedules, technical compliance matrices, logical diagrams, route maps, an SLA, sample contracts, and proof of E-Rate compliance. Price for E-Rate eligible products and services serves as the primary evaluation factor.
