Constructability and Tender Document Review Consultant Services for Elementary School Project

The buyer is seeking a consultant to provide constructability review, cost estimate review, and construction schedule viability analysis services offsite for the Regina Southeast Joint-use Elementary School project. The selected consultant will perform multidisciplinary reviews of technical documentation, design packages, and site layouts to identify constructability concerns, coordination issues, procurement risks, and schedule risks. Eligibility is restricted to Canadian onshore organizations. All questions must be submitted by November 6, 2026, and final proposals are due by November 16, 2026, at 2:00:00 pm SK. Submissions must include mandatory documentation, such as a signed submission form, occupational health and safety WCB ratings or COR certifications, and proof of insurance. Evaluation will occur in three stages covering mandatory criteria on a pass/fail basis, technical criteria worth up to 85 points, and financial criteria worth 15 points.
