Engineering Design Services for Torrance Airport Zamperini Field Runway 11L-29R

The City of Torrance is soliciting proposals for engineering design services for the Torrance Airport Zamperini Field Runway 11L-29R, I-126. The required scope includes geotechnical investigations with visual runway observations, topographic surveys taking cross-section elevations every 50 feet, and complete engineering design. Offsite performance at the vendor's office premises is required. The final deliverables include stamped and signed original mylar plans by a CA Registered Civil Engineer, unbound specifications/special provisions, cost estimates, and electronic AutoCAD files. Eligibility is restricted to onshore USA organizations. The successful proposer must show proof of a current California Professional Engineer (Civil) license, a City of Torrance business license, proof of insurance, and applicable bonds. Submittals must include the completed Proposer's Response forms and a signed Proposer's Affidavit. Proposals will be evaluated up to a 100-point maximum across three criteria: relevant project experience (20 points), project cost/fee schedule (20 points), and project timeline and deliverables (20 points). Final sealed proposals must be submitted online by 12:00 p.m. Pacific Time on November 20, 2026. Mail, hand-delivered, faxed, or late proposals will not be accepted.
