Allegheny County Airport Authority Consulting Services for Air Service Development

The Allegheny County Airport Authority is soliciting proposals for consulting services focused on domestic and international air service development at Pittsburgh International Airport (PIT). The selected contractor will provide air service strategy, business proposals, presentations, data support, leakage analysis, forecasting, and benchmarking. Eligible proposers must be USA-based organizations that demonstrate experience with medium and large airports, regional service, Essential Air Service, airline incentives, and community engagement. Proposals must be submitted digitally in PDF format via the Bonfire Procurement Portal by November 18, 2026, at 2:30 P.M. EST. Written questions are due by October 22, 2026. Submissions must include a letter of introduction, evidence of minimum qualifications, a client reference list of at least five customers, and a fiscal proposal detailing hourly rates for the project team. The Authority will evaluate proposals based on overall experience (50 points), prior experience (40 points), and overall financial benefits (10 points). The resulting contract will run for one year, from January 1, 2027, through December 31, 2027, with performance conducted offsite.
