Town of Westborough Request for Proposals for Conservation Land Management Plans Services

The Town of Westborough Conservation Department is accepting proposals for the development of Conservation Land Management Plans for municipal conservation lands. Scope requirements include holding project management meetings, evaluating existing conditions, producing detailed site maps using GIS, generating short- and long-term management recommendations, and creating planning-level cost estimates for management and capital projects. The selected contract period will last for one year. Bidders must demonstrate experience preparing land management or ecological stewardship plans, specifically within New England ecosystems. Submissions must include one signed original technical proposal, one unbound hard copy, and a separate sealed price proposal containing a lump sum fee and hourly rates, alongside required forms such as the Non-Collusion/Fraud Form, Tax Certification Affidavit, and Affirmative Action Form. Digital or late bids will not be accepted. Questions must be emailed to Heidi Mannarino by November 4, 2026, at 4:00 P.M. Sealed proposals are due by November 18, 2026, at 2:00 P.M. at the Westborough Town Hall. Pricing must be held firm for at least 90 days following the submission deadline.
