Chittenden County Regional Planning Commission Shelburne Road Center Plan RFP

The Chittenden County Regional Planning Commission, in partnership with the City of South Burlington, seeks proposals from qualified USA-based firms to develop a community vision and center plan for the Shelburne Road Center and Neighborhood. The selected consultant will conduct data-driven existing conditions analyses, multi-modal transportation planning, traffic microsimulation analyses, and public engagement to create an implementation-focused plan that integrates land use, transportation, housing, and infrastructure strategies. Work will take place over a two-year contract term with a maximum budget of $200,000. Required proposal contents include project team resumes, labor hour tables per task, a Gantt chart timetable, and three professional references. Questions are due by November 6, 2026, and final responses must be received by November 20, 2026, at 4:00 pm. Proposals will be evaluated up to 100 points based on project approach and scope understanding (60 points), firm experience and staff qualifications (30 points), and reference feedback (10 points).
