Microsoft Power BI Consulting Services for Legacy Cognos Migration and Data Architecture

The Arizona Health Care Cost Containment System seeks Microsoft Power BI consulting services to modernize its analytics by replacing legacy Cognos reports with Power BI. The scope of work includes inventorying and analyzing existing Cognos reports, mapping and redeveloping them in Power BI, designing an Azure-based data architecture, and managing data governance, security, and change management. Work will be performed offsite. Eligibility is limited to onshore USA contractors under the Statewide Data Management Services, Category 2: Data Solution Consulting, Architecture, Support and Development contract. Key staff, including project managers and developers, must meet specific qualifications such as Medicaid Enterprise experience and Power BI proficiency. Offerors must complete Attachment A: Pricing Schedule, with billing based on deliverables not to exceed the proposed total price. Questions are due November 4, 2026, by 3:00 PM Arizona Time, and task order proposals must be submitted electronically via email by November 23, 2026, by 3:00 PM Arizona Time.
