RFI for Project Sabre Service

The Department of the Air Force at Wright-Patterson Air Force Base in Ohio is conducting market research to identify capable business enterprises that can deliver mission system capabilities fielded within weapon system platforms and munitions. The agency is seeking to revolutionize the warfighting capability delivery pipeline through open architectures and standards. This market research will inform the agency acquisition strategy for Project Sabre Service. The scope of work requires the development and maintenance of an affordable, reliable, and rapidly scalable digital infrastructure at multiple classification levels to develop, test, and field mission system capabilities. The agency requires cybersecurity, compliance, verification, and testing to ensure that hardware and software implementations comply with applicable open architecture, standard, or cybersecurity requirements. The project also covers marketplace development to create a robust mission system ecosystem using prototypes to rapidly field advanced hardware and software capabilities. The selected partner must implement, design, develop, and field mission capabilities using a modular open systems approach. The agency requires mission engineering and analysis to provide data-driven products that support architectural solution decision-making backed by business, mission systems agility, and capability return-on-investment metrics. Additionally, the agency seeks to inject commercial best practices into a tailorable suite of open architectures and standards to enable agile, modular, and lethal system-of-systems effects. Eligibility is strictly limited to onshore, United States organizations. The performance of the requested work will take place offsite. The agency is currently looking for proposals to determine the budget and has not provided specific key dates or explicit evaluation criteria in the initial request.
