Disaster Debris Removal Service

The City of Hialeah, Florida, is seeking disaster debris removal services to support its Emergency Operations following a natural or man-made disaster that results in a declared State of Emergency. The agency needs to eliminate immediate threats to life, public health, and safety, while facilitating the municipality's economic recovery. The selected contractor will remove and lawfully dispose of large volumes of disaster-generated debris from public properties and public rights-of-way. The scope of work covers the removal and disposal of multiple debris streams, including construction and demolition debris such as lumber, gypsum wallboard, glass, metal, roofing material, tile, carpeting, pipes, concrete, asphalt, equipment, furnishings, and fixtures. The project also requires the handling of household hazardous waste, vehicles and vessels, putrescent debris, and debris contaminated by chemical, biological, radiological, or nuclear materials. Performance of all contracted work will take place offsite within the local jurisdiction. Eligible bidders must be onshore organizations based in the United States. The agency has not disclosed a specific budget and is looking for proposals to establish pricing. Bidders must submit all questions regarding this opportunity no later than June 4, 2026.
