Hazardous Materials Inspection, Testing and Abatement Services

The City Utilities of Springfield, Missouri, is seeking a contractor to provide hazardous materials inspection, testing, and abatement services on an as-needed basis. The agency needs to identify, manage, and safely remove hazardous substances from its facilities to ensure regulatory compliance and safety. The scope of work covers the inspection, testing, and abatement of ceiling texture material, linoleum flooring sheeting, plaster wall material, sheetrock material, roofing materials, insulation or pipe wrap, and drop ceiling tile. The agency requires that asbestos-containing materials are not disposed of at the agency facilities or as clean fill. Disposal of mold must occur in strict accordance with federal, state, and local laws and regulations. All performance of the work will occur offsite from the contractor's location. Eligibility is restricted to onshore contractors located within the United States. The agency is looking for proposals to establish the budget and pricing structure for these services. The resulting contract period will run for one year. The agency will hold a pre-bid meeting on June 3, 2026, to discuss the project requirements.
