Residential Solid Waste and Recycling Collection and Disposal Services

The Borough of Montgomery, DC is seeking a contractor to provide residential solid waste and recycling collection and disposal services. The agency requires the selected vendor to supply each account with one ninety-six-gallon wheeled trash tote for solid waste and one sixty-four-gallon wheeled tote for recyclables. The contractor must assume full responsibility for transporting and disposing of all solid waste, recyclables, bulk materials, commercial property waste, construction or demolition waste, leaf waste, and yard waste in compliance with all federal, state, county, and local regulations. The agency requires the contractor to prevent and clean up any spilled materials or items falling from collection vehicles. The contractor must ensure that trucks do not leak waste materials or liquids on the roadway and must maintain all vehicles in a sanitary condition. Collection activities must occur strictly between the hours of 6:00 a.m. and 6:00 p.m., unless the Borough grants prior express approval to operate outside this window. Eligibility is limited to onshore organizations based in the United States. The agency specifies that the performance of the work will be offsite, requiring the vendor to carry out operations from their own office location.
