The requested cloud-based solutions must offer flexibility, scalability, and simplified maintenance through vendor-managed platforms hosted off-site. The requested on-premises solutions must support authorized entities requiring complete control over their communications infrastructure due to security, compliance, or operational needs. The requested hybrid solutions must combine both cloud and on-premises components, allowing authorized entities to maintain critical systems locally while leveraging cloud services for scalability, remote access, or specific functions. The scope of work covers unified communications solutions that support capabilities such as voice calling, messaging, video conferencing, contact center, collaboration tools, and customer engagement. The agency is also requesting AI-driven chatbots and virtual agents, live interpretation, transcription, Smart911, and integration with ticketing, CRM, workflow systems, pre-built APIs, SDKs, CAD, NG911, and GPS. These solutions must also provide tools to embed various communication features into existing applications and processes. Bidders must be onshore USA organizations only to be eligible for this opportunity. The agency requires the performance of the work to be completed offsite. The agency is looking for proposals to determine the budget and will award a contract period of one year. The agency will host a pre-bid meeting on June 9, 2026.
