Emergency Disaster Debris Removal and Disposal Services

The Virgin Islands Waste Management Authority in St. Croix, Virgin Islands, is seeking emergency disaster debris removal and disposal services to restore the territory after a disaster. The agency is trying to solve the immediate logistical challenges of clearing blocked roadways, managing hazardous materials, and restoring public spaces. The scope of work covers an initial debris push, large-scale debris removal and hauling, and the separation, storage, processing, and disposal of debris. The selected contractor must perform demolition of structures, remove demolition debris, handle hazardous waste, and remove hazardous limbs, trees, and stumps. Additional tasks include removing sand from roads and rights-of-way, screening and replacing beach sand, constructing emergency berms, and providing project management assistance. The agency also requires assistance with Federal and State reporting and reimbursement efforts. Only onshore United States organizations are eligible to bid on this opportunity. Bidders must perform all work offsite in St. Croix. The agency is looking for proposals to determine the budget and will accept bid responses digitally via email or online. Bidders must submit all questions regarding this opportunity no later than June 19, 2026.
