Emergency Marine Debris Removal Services

The Virgin Islands Port Authority is seeking emergency marine debris removal services in St. Croix. The authority needs to address the hazard of targeted vessels that may contain engines, batteries, fuel, oil, electrical and mechanical equipment, or other hazardous materials. The selected contractor must remove and properly dispose of all hazardous materials from these vessels in compliance with all local and federal requirements. The scope of work requires the contractor to dispose of oil and fuel at the rate indicated on the cost proposal, while additional hazardous materials removal will operate on a cost-plus percentage basis. The authority requires the contractor to return the value of any salvaged or recycled material to the agency as a reimbursement credit. Only onshore, United States organizations are eligible to bid on this opportunity, and the performance of the work will take place offsite. The authority is currently looking for cost proposals to establish the budget for these services. Bidders must submit any questions regarding this opportunity no later than June 18, 2026.
