Residential Solid Waste and Recycling Collection and Disposal Services

The Borough of Montgomery, DC, is seeking a contractor to provide residential solid waste and recycling collection and disposal services. The agency requires the contractor to supply each account with one ninety-six-gallon wheeled trash tote for solid waste and one sixty-four-gallon wheeled tote for recyclables. The selected contractor must assume full responsibility for transporting and disposing of solid waste, recyclables, and bulk materials in compliance with all federal, state, county, and local laws and regulations. The scope of work covers the collection and disposal of bulk waste, commercial property waste, construction or demolition waste, leaf waste, recyclables, solid waste, and yard waste. The agency prohibits the contractor from spilling materials without cleaning them up, operating trucks that leak waste materials or liquids on the roadway, and maintaining trucks in unsanitary conditions. Daily collection operations must occur strictly between the hours of 6:00 a.m. and 6:00 p.m. unless the Borough grants prior express approval to operate outside this window. Eligibility is restricted to onshore organizations based in the United States. The agency expects the contractor to perform administrative and management aspects of the work offsite at the contractor's own office location. The agency is currently looking for proposals to determine the budget and has set the deadline for all questions for July 2, 2026.
