Scrap Tire Recycling Program Services

The DeKalb County government authority located in Decatur, Georgia is seeking a contractor to provide comprehensive scrap tire recycling program services. The agency needs to manage scrap tire accumulation by promoting the recycling program to tire retailers, automotive service providers, salvage businesses, and other scrap tire generators. The selected contractor must maintain compliant tire storage configurations including fire lane clearances, approved stacking limits, and vector and pest control requirements. The scope of work requires the contractor to process tires into approved recyclable forms such as tire-derived fuel, rubber mulch, crumb rubber, or shredded material. The agency requires the contractor to operate the scrap tire recycling facility a minimum of five days per week, from Monday through Friday. The contractor must notify the County at least seventy-two hours in advance of any unplanned closure or operational interruption. Eligibility is restricted to onshore organizations based in the United States. The agency requires the performance of all work to take place offsite. The agency is looking for proposals to determine the budget for this program. The agency will hold a pre-bid meeting on June 1, 2026. Bidders must submit all questions regarding this opportunity no later than July 10, 2026.
