Residential Refuse and Recyclable Materials Collection Services

The Montgomery County government authority in Maryland is seeking a contractor to provide residential refuse and recyclable materials collection services. The agency requires this collection to resolve waste management needs across several categories, including refuse, paper and commingled recycling, yard trim, scrap metal, electronic waste, and household batteries. To ensure driver safety, prevent pedestrian incidents, and resolve service-related complaints, the agency requires all collection vehicles to be equipped with functioning GPS units and cameras capturing front, rear, side, and interior views. The scope of work covers the deployment of specific vehicle types to perform these offsite collection services. The required fleet includes split-body low-entry rear load vehicles, standard low-entry rear load vehicles, non-CDL twelve-cubic-yard rear load vehicles, and stake body trucks. The agency is contracting these services for a one-year performance period. Bidders must perform all work onshore within the United States to meet eligibility rules. The agency is requesting cost proposals from bidders to establish the budget for this contract. A pre-bid meeting is scheduled for June 4, 2026, to address questions regarding the requirements.
