Disaster Debris Monitoring Services

The City of Cocoa Beach, Florida, is seeking a contractor to provide disaster debris monitoring services. The agency needs to manage and monitor the cleanup of debris generated by natural disasters like hurricanes, tornadoes, and flooding, as well as man-made disasters and environmental offenses. The selected provider will oversee the removal of obstacles to ensure safe passage for pedestrian and vehicular traffic. The scope of work covers monitoring the removal of building materials, household and industrial appliances, and hand-loaded debris. Eligible vegetative debris includes broken limbs or branches at least two inches in diameter that pose an immediate threat, as well as trees with a diameter of six inches or greater measured four and a half feet above ground level. The contractor must retain all contract records, including invoices, payrolls, monitoring reports, photographs, videos, GIS data, truck certifications, and load tickets. Bidders must perform all work offsite and must be located onshore within the United States. The agency is requesting proposals to determine the budget and will award a contract for a one-year period. Interested parties must attend a pre-bid meeting scheduled for June 5, 2026.
