Disaster Debris Removal and Recovery Service

The City of Cocoa Beach, Florida, is seeking a contractor to provide disaster debris removal and recovery services. The agency needs to address debris generated by natural disasters, such as hurricanes, tornadoes, and flooding, as well as man-made disasters and environmental offenses. The goal is to eliminate obstacles to the safe passage of essential pedestrian and vehicular traffic and mitigate contamination of soils, waterways, and air. The scope of work covers the removal of building materials, household and industrial appliances, and debris loaded entirely by hand. Eligible vegetative debris includes broken limbs or branches two inches or larger in diameter that pose an immediate threat, and trees with a diameter of six inches or greater measured four and a half feet above ground level. The contractor must perform all work offsite and retain all contract records, including invoices, payroll, monitoring reports, photographs, videos, GIS data, truck certifications, and load tickets. Bidders must be located onshore within the United States to be eligible for this opportunity. The agency is requesting proposals to determine the budget for this project. The resulting contract will run for a period of one year. A pre-bid meeting will take place on June 5, 2026.
