Removal and Disposal of Abandoned and Derelict Vessels Services

The Oregon Department of State Lands in Salem, Oregon is seeking a contractor to provide removal and disposal services for abandoned and derelict vessels. The agency needs to address the environmental and navigational hazards posed by abandoned wood and fiberglass open motorboats, cabin motorboats, sailboats up to forty feet, inflatable boats, paddle craft, rowboats, personal watercraft, and significant vessel components that have become marine debris. To solve this problem, the agency requires a partner capable of maintaining a ready status to receive instructions, mobilizing resources, salvaging, towing, hauling out, transporting, and storing vessels during administrative processes such as owner identification and seizure notice periods. The scope of work also covers environmental testing and abatement for regulated wastes, as well as dismantling vessels into smaller pieces for final disposal. Eligible contractors must be onshore United States organizations, and the work will be performed offsite at the contractor's facility. The agency is currently looking for proposals to determine the budget for these services. A mandatory pre-proposal conference is scheduled for June 3, 2026. Bidders must submit all questions regarding this opportunity no later than June 5, 2026. The agency will evaluate proposals based on the criteria outlined in the solicitation documents to select the most qualified provider.
