Disaster Debris Removal Service

The City of Hialeah, Florida is seeking disaster debris removal services to support municipal Emergency Operations following a natural or man-made disaster that results in a declared State of Emergency. The agency requires the removal and lawful disposal of large volumes of disaster-generated debris from public properties and public rights-of-way. This initiative aims to eliminate immediate threats to life, public health, and safety, while facilitating the economic recovery of the municipality. The scope of work covers the management of multiple debris streams, including construction and demolition debris such as lumber, gypsum wallboard, glass, metal, roofing, concrete, asphalt, equipment, and furnishings. The selected provider must also handle household hazardous waste, vehicles, vessels, putrescent debris, and debris contaminated by chemical, biological, radiological, or nuclear materials. Performance of all requested disposal and removal operations will take place offsite. Eligible bidders must be onshore organizations based in the United States. The agency has not disclosed a specific budget and is looking for proposals to define the financial terms. Questions regarding this procurement must be submitted to the government authority no later than June 4, 2026.
