Solid Waste Management Plan Revision

The Allegheny County government authority in Pennsylvania is seeking a vendor to revise its Solid Waste Management Plan. The authority needs to extend landfill agreements through 2028 and complete a feasibility study for operating a permanent household hazardous waste and electronic waste recycling facility. The selected contractor will analyze landfill suitability, develop fair and competitive criteria for disposal facility selection, and negotiate contracts with disposal facilities. The scope of work covers providing collections for household chemicals, electronics, tires, and other hard-to-recycle items. The authority requires an analysis and development of residential and commercial recycling systems, including collection, processing, and marketing. The project also demands a recyclables market analysis and the development of special recycling programs for household hazardous waste, e-waste, construction and demolition waste, and biosolids. The authority limits eligibility to onshore organizations based in the United States. The contractor must perform all work offsite over a contract period of one year. The authority is currently looking for proposals to determine the budget, and bidders must submit all questions no later than June 17, 2026.
