Solid Waste Management Plan Revision

The Allegheny County government authority in Pennsylvania is seeking a vendor to revise its Solid Waste Management Plan. The authority needs to address several key waste management challenges, including extending landfill agreements through 2028 and completing a feasibility study for a permanent household hazardous waste and electronic waste recycling facility. The selected vendor will also help establish collection programs for household chemicals, electronics, tires, and other hard-to-recycle items. The scope of work requires analyzing landfill suitability and developing fair, open, and competitive criteria for selecting disposal facilities. The vendor must negotiate and develop contracts with these disposal facilities while conducting a comprehensive analysis of residential and commercial recycling systems, including collection, processing, and marketing. Additionally, the project covers recyclables market analysis and the development of special recycling programs for household hazardous waste, e-waste, construction and demolition waste, and biosolids. Only United States organizations are eligible to bid on this opportunity, and the selected vendor will perform all work offsite. The authority is establishing a contract period of one year and is currently looking for budget proposals to determine the cost of the project.
