Organic Waste Processing Services

The City of Lompoc, California is seeking a contractor to provide complete organic waste processing, composting, marketing services, and detailed data reporting. The agency aims to divert its green waste and food scraps from landfilling to comply with environmental goals. The project covers an average of 8,000 tons per year of organic waste, which includes landscaping, garden waste, blonde wood, and food waste. Approximately 60 percent of the organic material comes from self-hauls to the agency landfill, while the remaining 40 percent is collected curbside from residential and commercial customers. The waste stream consists of green waste such as grass clippings, leaves, weeds, small branches, bush trimmings, plants, and untreated lumber scraps, with wood waste and other contaminants kept unmixed. The agency requires all performance of the work to occur offsite at the contractor's facility. Eligible bidders must be located onshore within the United States. The agency will evaluate proposals based on the contractor's level of experience, qualifications, diversion methods, pricing, organics processing and contamination removal methods, facility capacity, location, fees, and overall best value. The contract period will span one year, and the agency is currently looking for budget proposals. All questions regarding this opportunity must be submitted no later than June 18, 2026.
