Recycling Processing Services

The City of Auburn, Alabama is seeking a qualified vendor to provide recycling processing services for its municipal solid waste and recycling program. The selected processor must receive, process, market, and manage recyclable commodities generated through the city's weekly collection services. This initiative solves the city's need for a compliant, external partner to handle loose, commingled recyclable materials collected and delivered by city personnel and equipment. The scope of work requires the processor to operate and maintain a properly permitted recycling processing facility and transfer station in compliance with all federal, state, and local regulations. The facility must accept materials Monday through Friday between the hours of 6:00 a.m. and 4:00 p.m. Central Standard Time. Additionally, the processor must provide certified scales that meet all applicable Alabama weights and measures requirements to weigh the incoming materials. Acceptable recyclable commodities cover fiber materials, including corrugated cardboard and mixed paper, as well as newspapers. Eligible plastics include plastic jugs and food-grade plastic containers, while acceptable metal containers cover aluminum beverage cans and steel food cans. The scope explicitly excludes glass bottles, glass containers, and hazardous waste from the accepted materials. Eligible bidders must be onshore United States organizations capable of performing all processing work offsite at their own facility. The agency is issuing this solicitation to receive proposals and has not disclosed a specific budget. The resulting contract will span a performance period of three years, and bidders must submit their proposals digitally via email or online.
