Mobile Electronic Device Recycling Services

The County of San Diego, California is seeking a contractor to provide mobile electronic device recycling services. The agency needs to properly dispose of cell phones, smartphones, tablets, removable media cards, Bluetooth devices including headphones, speakers, keyboards, and mice, and mobile hotspots. This initiative solves the problem of disposing of surplus mobile electronics while ensuring strict data security and environmental compliance. The scope of work requires the contractor to follow a waste management system conforming to ISO 14001:2015 standards, Responsible Recycling (R2v3 or newer) standards, and federal universal waste regulations. The selected contractor must provide electronic tracking and receipts detailing the make, model, serial number, and memory card or SIM information for all shipped devices. Additionally, the contractor must perform no-cost data destruction on all device contents and completely destroy memory cards and SIM cards to permanently erase aftermarket data. Bidders must perform the work onsite and must be located onshore within the United States. The agency requires the contractor to provide bills-of-lading or shipping documentation for each location, along with copies of treatment and recycling or disposal receipts.
