Home and Community Based Services

The Delaware government authority is seeking a vendor to provide comprehensive home and community-based services. The agency needs to address a wide range of support requirements, including assistive technology, behavior consultation, benefits counseling, career assessment and exploration, and community participation. The scope of work also covers community transition, crisis stabilization, day habilitation, enhanced behavioral residential service, financial coaching, home accessibility and adaptations, medical residential habilitation, nurse consultation, orientation and mobility, personal care, and prevocational services. The agency requires all performance of the work to take place onsite. Only onshore vendors located within the United States are eligible to participate in this procurement. Bidders may submit their proposals digitally either via email or through the online portal. The contract period will run for one year. The agency has not disclosed a specific budget and is looking for proposals to define the financial terms. Bidders must submit all questions regarding this opportunity no later than July 16, 2026.
