Strategic Highway Safety Plan Service

The Nevada Department of Transportation is seeking proposals for services to coordinate and support partners of the Strategic Highway Safety Plan (SHSP). This includes working with various committees to ensure effective plan implementation by analyzing crash data and guiding behavioral strategies. The selected firm will deliver data analysis, develop necessary documents, and coordinate with the Nevada Department of Public Safety’s Office of Traffic Safety to support the Highway Safety Program. The project covers the continuation of the implementation of the Strategic Highway Safety Plan. This involves facilitating and guiding implementation strategies, coordinating with towns, cities, counties, metropolitan planning organizations, and tribal communities to incorporate strategies into planning documents, and documenting outreach and coordination activities. The work also includes a one-time review and summary of regional and national best practices leading up to the development of the plan. An annual report summarizing progress and future priorities is also required. The SHSP aims to eliminate traffic-related fatalities and serious injuries by strategically targeting efforts to areas of greatest need. The plan needs to strategically direct actions and associated plans, including the highway safety improvement plan, for the period of 2031 to 2035. Eligibility for this opportunity is limited to onshore USA organizations only. The performance of the work will be conducted offsite. Proposals will be evaluated to determine if minimum qualification requirements are met. These requirements include identifying a proposed Project Manager with ten years of relevant transportation project experience and proposed Key Personnel with seven years of relevant Strategic Highway Safety Plan project experience. The agency is looking for proposals, and no specific budget has been disclosed. All questions must be submitted no later than July 13, 2026.
