Debt Management and Capital Financing Advisory Services

The agency is seeking debt management and capital financing advisory services. The project covers assistance in structuring borrowing programs, managing outstanding debt, and serving as a liaison with rating agencies. The scope includes scheduling and managing bond sales, assisting with bond pricing, and coordinating relationships with financial institutions. The agency also requires assistance with acquiring letters of credit, liquidity facilities, and bond insurance, as well as other debt and capital financing matters. The agency requires assistance with evaluating treasury operations and banking relationships, providing recommendations for strategic enhancements, and preparing arbitrage rebate calculations. The contract period is for three years, and performance of the work will be offsite. Bidders must be an onshore USA organization only. All questions must be submitted no later than July 27, 2026.
