Fair Hearing Officer Service

The Maine State Housing Authority is seeking proposals for fair hearing officer services. The agency requires assistance with rental assistance programs under Section 8 of the United States Housing Act of 1937, its Stability Through Engagement Program (STEP), and its Home Energy Assistance Program (HEAP). The selected vendor will communicate with agency staff regarding hearing scheduling and exhibit submission, conduct hearings in accordance with applicable regulations, and prepare recommended decisions within program timeframes. The vendor must also manage the transmission, use, access, and storage of sensitive and confidential hearing materials, including Personally Identifiable Information (PII), adhering to regulations and best practices. Performance of the work will be onsite at the government authority located in Augusta, Maine. The contract period will be for one year. Eligibility is restricted to onshore US organizations only.
