Cloud-Based Civil Penalties Case Management System

The agency is seeking a cloud-based Civil Penalties Case Management System (CMS). This system will streamline the management of civil penalty cases, improving tracking, reporting, and communication. The solution must reduce administrative burdens and ensure data accuracy and accountability in enforcing forest practices regulations. It needs to align with the agency's operational needs and comply with state policies on cloud services, security, and data management. The project covers the provision and implementation of a cloud-based CMS for managing civil penalties and enforcement cases related to violations of forest practices regulations. Key functionalities include case management with status tracking and resolution, role-based user access for field and office staff, automated calendar notifications for deadlines, and spatial tracking of violation sites. The system must also support user acceptance testing (UAT) and address any identified issues or feedback. Eligibility requires the organization to be onshore and a USA organization only. Performance of the work will be offsite. Questions must be submitted no later than August 10, 2026. A pre-bid conference will be held on August 5, 2026. The contract period will be for five years.
