RFI for e-Permitting System for Planning Act Applications

The buyer requires a property-based e-permitting system for Planning Act applications to transition to a paper-free workflow. The requested scope includes digital application intake, online payments, real-time department collaboration, advanced search, dashboards, and reporting tools. The solution must support workflow configurations, conditional approvals, staff-triggered payments, itemized invoices, fee schedule modifications, and integrations with GIS mapping (ArcGIS), email, and document management solutions. It must also allow residents and applicants to submit applications, upload documents, pay online, and track status. Eligible vendors must be onshore Canada organizations and must register on the Issuing Authority website to download the unwatermarked RFP. The vendor will perform the work offsite. Vendors must submit all questions by September 10, 2026. The buyer accepts digital submission responses via email or online, and the buyer is currently looking for proposals regarding the budget.
