Certification Exam Validation Services

The Kansas Department of Health and Environment, on behalf of the Bureau of Water, requires a qualified vendor to provide comprehensive psychometric exam validation services for five levels of Kansas water supply operator certification. The contractor must perform a comprehensive job analysis to define current knowledge, skills, and abilities, develop need-to-know criteria, develop and validate questions, coordinate question review processes, develop exams, conduct exam workshops, and evaluate the minimum passing score for each certification level. Performance includes onsite and offsite work. Only onshore USA organizations are eligible. Bidders must register with the State of Kansas and officially request an invitation from the Procurement Officer at least 24 hours before the event finish date and time to avoid bid rejection, unless already invited. Bidders may submit proposals digitally via email or online. The buyer is looking for proposals regarding budget. The contractor must submit all questions no later than September 7, 2026.
