The buyer requires a cloud-hosted and vendor-hosted digital content platform to manage, deliver, and administer behavioral health training and educational content statewide. The scope encompasses software licensing, implementation services, content creation and editing, user administration, learner tracking, system usage reporting, and ongoing technical support. The system must feature scalable architecture, full-text search, filtering, indexing, and support for multiple content formats, including audio, video, documents, images, and hyperlinks. Additionally, the solution must include a native mobile application with offline functionality to enable access in low-connectivity environments. Optional features include a consistent experience across desktop, mobile, and tablet devices, alongside administrative and system usage dashboards. Eligible bidders must be USA organizations operating onshore, and performance of the work will occur offsite. Interested vendors can submit digital proposals via email or online, and the buyer is actively seeking budget proposals. Bidders must submit all questions by September 4, 2026. The buyer will execute the resulting contract for a one-year period.
