Commissioning Services

The San Diego Community College District requests Statements of Qualifications from qualified onshore USA firms to provide as-needed building commissioning services for up to five years. The selected consultants will join a pool of service providers for City College, Mesa College, Miramar College, and College of Continuing Education campuses. Consultants must supply all labor, tools, equipment, and supervision offsite to ensure constructed environments meet design intent, the California Building Standards Code (Title 24), and California Energy Code requirements. Commissioning firms must remain independent from design and construction teams unless the District approves otherwise. The District will authorize work through individual task orders, though selection into the pool does not guarantee a minimum amount of work. The total aggregate amount of services authorized under this solicitation and resulting task orders shall not exceed $2,000,000 per firm over the five-year term. Bidders must submit questions by September 4, 2026, and may send digital responses via email or online.
