Cannabis Licensing System

The Department requires a vendor to provide a modern, web-based cannabis licensing platform to continue or replace its legacy permitting system. The buyer mandates a fully managed, cloud-native Software-as-a-Service solution hosted on enterprise-grade cloud infrastructure, such as AWS GovCloud or Microsoft Azure. The system must feature a low-code or no-code design, enabling authorized staff to modify forms, workflows, business rules, fee schedules, and user roles without vendor code changes. Additionally, the platform must securely integrate with external City systems, including identity management, payment gateways, financial systems, document repositories, and GIS. Eligible proposers must be USA-based organizations. Staff will perform the work both onsite and offsite. The buyer seeks proposals to determine the budget and has not provided evaluation criteria.
