The buyer requires a vendor to perform an external, maturity-based review of software development practices, security posture, deployment environments, and AI-readiness across three participating groups. The scope includes assessing software development practices, security controls, deployment infrastructure, and AI-readiness, while benchmarking the agency against a relevant peer set and identifying practical opportunities to advance maturity levels. Performance of the work will occur offsite. The buyer uses this assessment to inform leadership decisions regarding capability development, investments, and AI adoption strategy. Eligible vendors must be an onshore USA organization. The buyer seeks proposal submissions for the budget, and the contract period spans one year. Potential bidders must submit all questions no later than September 9, 2026.
